FIDIC 2005 Member Association Key Success Factors survey

Background
 
The objective of the FIDIC Capacity Building Committee (CBC) is to identify the key success factors for a sustainable consulting industry.
 
To assist in "developing and implementing FIDIC's programme to build capacity in the consulting engineering industry at the levels of the overall industry, national Member Association, and the individual firm through the actions of the Member Associations", the CBC is assembling case histories of the evolution of the consulting engineering industry in developing countries, to help identify and demonstrate the key ingredients for a successful and sustainable consulting engineering industry. 

We expect that many of the case histories will come in the form of "success stories", showing how the industry has grown from small beginnings in the 1960's or 1970's to a mature and sustainable level at present. In some countries, however, the stories will be different - there may be accounts of the decline of the consulting industry, either as a result of problems in the country’s economy, or actions by government or external forces. Such case histories are useful as well, as they may demonstrate some of the important factors that can inhibit the success of the industry.

This document provides guidance to those members of the CBC that will develop case histories for their own countries or for countries with which they are directly familiar. The intent is to establish a common format and framework for presentation of information, while providing flexibility to allow authors the latitude to prepare their documents in a manner that suits their subject.
 
Recommended outline
 

1. Introduction and economic background

Please update the national and industry sector data for your country that is available in the FIDIC Annual Survey (www.fidic.org/annualsurvey). The data cover:

  • Some basic economic data on the country in question, including population, per capita GDP, growth in GDP over the past 20 years, etc.

  • Dominant industries in the local economy

  • Annual capital expenditures in key economic sectors

2. Status of the consulting engineering industry

Please update the national association data for your country that is available in the FIDIC Annual Survey (www.fidic.org/annualsurvey), and complement it with information on::

  • Description of the Member Association and its history.
  • FIDIC-related activities and their role in supporting the industry.
  • Legislative environment: any requirements to hold licences at the firm level.
  • Quantitative information from benchmarking surveys on the status of the industry, including profitability, number of employees, etc.

3. Status of individual engineers

Please update the professional services data for your country. These data should follow the requirements of the WTO GATS professional services reporting by covering:

  • Engineering education: graduates each year, accreditation, institutional history
  • Regulatory environment: requirements to register, nature of administration
  • Technical societies: names, level of activity, etc.

4. Government actions affecting the consulting engineering industry

  • Role of government in procurement: approximate percentage of consulting firm revenues from government or para-statal corporations
  • Government procurement practices, including use of QBS and CBS
  • Willingness to consult with industry representatives.
  • Rules favouring domestic consultants, including requirements for local associates of international firms, formation of joint ventures, proposal evaluation points awarded for local associates.
  • Comments on the effectiveness of these measures.

5. History of the consulting engineering industry

  • Provide available historical statistical data on number of employees, number of firms, turnover, etc.
  • Narrative description of industry growth or decline, including comments on important factors causing growth or decline.
  • Comments of the role of government in the progress of the industry to date

6. Summary and conclusions

  • Summary of industry status
  • Critical factors for the success of the industry to date
  • >Government actions required to address current problems
  • Industry actions required to address current problems
  • Factors that may be relevant to the consulting industry in other countries.
  • Implications for FIDIC: programmes that FIDIC could adopt, or lobbying actions that FIDIC could undertake.
