Terms of Reference
- Evaluate capacity gaps in MA’s and consulting firms, using objective criteria and available information wherever possible. Use the gap analysis to focus the efforts of the Committee,
recommend data collection efforts by FIDIC and MA’s.
- Promote capacity building for MA’s and firms as an important activity within FIDIC, and ensure that capacity building programs are delivered at each annual conference.
- Advise FIDIC on information needs to support capacity building initiatives, focussing on the FIDIC Annual Survey and its role in assembling data on capacity at the country and industry-wide levels.
- Promote benchmarking at the firm level to all MA’s. Provide guidance to MA’s on survey methods, definitions and interpretation, with the objective of fostering internationally comparable benchmarking surveys.
- Identify problems faced by consulting engineering firms from developing countries, and develop positive and meaningful measures to alleviate them through national Member Association initiatives, supported by FIDIC. Develop support materials and programs in the areas of networking, procurement, and training as required to support the efforts of MA’s to improve business conditions in their home markets.
- Monitor the procurement practices of the IFI’s and develop FIDIC campaigns for changes in these practices that will benefit the industry and end users.
- Guide the development of a self-sustaining and financially positive FIDIC-sponsored management training program. Use existing FIDIC training materials in specialised subject areas (e.g. Integrity Management), together with the
FIDIC Guide to Practice: The Business of a Professional Services Firm, and a new Training Resource Kit. Set priorities for training material development and course delivery to attain early visibility for FIDIC.
- Where measurable benefits will be realised by FIDIC and through FIDIC by member firms, establish linkages with other organizations engaged in consulting - related capacity building initiatives. Through these linkages, promote the FIDIC program and enhance its effectiveness.
- Encourage developed country and developing country MA’s to form capacity building linkages and training
programmes (e. g. the VECAS-ACEA model). Assist these initiatives by providing training materials and
help with program formulation and training methods. Target at least
three viable training projects to be active at all times.
