The Terms of Reference

1. Objectives

The objectives of the Conference Committee are:

  • To bring structure to the organization of the FIDIC Annual Conference which has been done in an ad-hoc way in the past
  • To create opportunities for on-going theme concepts
  • To address concerns expressed by GTF and others within FIDIC
  • To develop strategies to increase the effectiveness / relevance / attractiveness of the Annual Conference
  • To investigate alternative models for the Conferences
  • To investigate the connection between the Conference, D & S and GAM and whether it is necessary that they should be held at the same time
  • To assist Host Organisers to develop the conference theme and content
  • Analyse and determine purpose of Conference
  • Consider the allocation of Risk and Return
  • Establish the benefits to be aimed for 
  • Review and revise existing FIDIC Conference Manual in light of recommendations for change

2. Scope of Work

2.1. Purpose

The original purpose and historical development of the Conference are to be briefly investigated. The present and future needs are to be analysed in depth including global and regional requirements. A survey of MAs will be undertaken in order to address directly Members’ concerns and future expectations. Alternative strategies to increase the effectiveness / relevance / attractiveness of the Annual Conference will be developed.

The purpose will be analysed and recommendations made on the basis of the following groups:

  • Commercial / Business
  • Educational / Professional
  • Media and Image
  • Administration / Constitutional (GAM)
  • Social / FIDIC Family

2.2. Form and structure

Alternative Conference forms and models are to be investigated with respect to the proposed purpose(s) and recommendations made as to the preferred future form(s). The connection between the Conference, D & S and GAM and whether it is necessary that they should be held at the same time will be investigated. The feasibility of separate regional conferences will be investigated. The active participation of Young Persons in the Conferences will be consolidated on the basis of the Paris Conference experience.

2.3. Location

Alternative selection procedures for the conference location(s) are to be investigated and recommendations made as to the preferred selection process. A location‘s potential for ensuring the financial success of the conference should be one of the main selection criteria. Ease of access for participants should also be a major consideration.

2.4. Themes

The development of on-going theme concepts will be investigated and guidelines established for their selection. Under no circumstances must themes be over done. 

2.5. Assistance to Host Organisers

Guidelines will be established for assistance to the host organisers in developing the conference theme and content. The EC and/or Conference Committee members will agree a programme for assisting the host organisers.

2.6. Allocation of Risk and Rewards 

  • Formulate basic financial plan (expenses and incomes)
  • Formulate basic time-table to prepare items of programme, financial plan etc
  • Formulate adequate number of participants for each Annual conference

2.7. Exit Reports and Surveys

Exit Reports, statistics on previous conferences including themes, attendance, etc. and comments from MAs and individuals will be analysed and taken into account in ConfCom’s recommendations.

2.8. Conference Organisation and Management 

The division of responsibilities between FIDIC and the host organiser for conference organisation and management will be analysed. Recommendations will be made and existing guidelines revised where necessary to ensure that conferences are organised in a professional manner to the highest possible standards. The limited resources of FIDIC’s Secretariat in both terms of staff and know-how will be taken into account and possible alternative resources such as professional conference organisers will be investigated.

2.9. Revise FIDIC Conference Manual

The existing FIDIC Conference Manual will be completely analysed and revisions proposed on the basis of the Conference Committee's proposals. A revised Manual was submitted to the EC for approval in 2004. It is available to all MAs.
