Thomopulos  Gregs THOMOPULOS (USA), President
 
Gregs Thomopulos has over 43 years of experience in the engineering and construction industry and is currently the Chairman and CEO of Stanley Consultants, Inc.,USA. Stanley Consultants provides engineering, environmental and construction services worldwide and operates from 18 offices in the United States and eight offices overseas. The organization, founded in 1913, has successfully completed more than 23,000 engagements in all 50 states and 98 countries and is ranked among the largest engineering companies in the United States.
 
Gregs Thomopulos received a B.S. (with highest distinction) in Civil Engineering from the University of Kansas and an M.S. in Structural Engineering and Structural Mechanics from the University of California, Berkeley. He was awarded Doctor of Humane Letters, Honoris Causa, by Teikyo Marycrest University, Davenport, Iowa.
Mr. Thomopulos is a licensed professional engineer in 14 states and Puerto Rico and is a fellow of the American Council of Engineering Companies (ACEC) and the American Society of Civil Engineers. He is also a member of the Iowa Engineering Society and the National Society of Professional Engineers. He has served on the advisory boards of the University of Iowa College of Engineering, the Iowa Institute of Hydraulics Research, and the International Center for Water Resources at Central State University. He currently serves on the advisory board of the University of Kansas School of Engineering. Mr. Thomopulos has served on numerous community and professional committees including the board of Goodwill Industries of Eastern Iowa and the Committee of Fellows of ACEC. Currently he is Senior Vice-Chairman and member of the Executive Committee of ACEC . He served as a member of the board of directors of Wellmark Blue Cross/Blue Shield of Iowa and South Dakota from 1999 to 2008.
 
French  Geoff FRENCH (UK), Member

Geoff French has been Group Chairman, Scott Wilson, since 2002 with overall responsibility for 3,600 staff in some 80 countries worldwide. He moved to management in Scott Wilson after 25 years experience in transportation, development and engineering advice supplied to both public and private clients around the world, becoming successively a partner in 1985, a Director on the firm’s incorporation in 1995, and Managing Director. He has lived and worked in the UK, Africa, Hong Kong and Iraq. Geoff has an engineering degree from Southampton University, UK, and is a Fellow of the Institution of Engineers and of the Institution of Highways and Transportation and a member of the Chartered Institution of Logistics and Transportation. Scott Wilson has provided Board Members and committee members to the UK’s Association of Consulting Engineers (ACE) for several decades, and Geoff has chaired a number of ACE task forces.
 
Thornton  Adam THORNTON (New Zealand), Treasurer

Adam Thornton became Managing Director of Dunning Thornton Consultants, which he helped established, in 1986. He received a BE(Hons) in Civil Engineering from Canterbury University, New Zealand, and joined Morrison Cooper and Partners in 1974 as a design engineer before taking more senior design engineering positions with Bruce-Smith Chapman and Amos, and with Holmes Wood Poole and Johnson. Alan is a Fellow of the Institution of Professional Engineers, New Zealand, a Chartered Professional Engineer and a Member of the International Professional Engineering Register. He has served on the FIDIC ASPAC Executive Committee and currently serves on the FIDIC Business Practice Committee, the FIDIC Risk and Liability Committee, and the Subscriptions Task Force. He was appointed FIDIC Treasurer in 2007.
 
Batumbya  Partick BATUMBYA (Uganda), Member
 
Patrick  Batumbya became Managing Director and Principal Engineer of MBW Consulting Engineers, Kampala, Uganda, in 1996, having joined Bridger and Harris Consulting Engineers as a Pupil Engineer in 1972, and working successively as a Structural Engineer, Principal Engineer, Chief Engineer and Senior Partner with the National Housing and Construction Corp., Uganda, and with three other consulting engineering firms. Patrick has a BSc(Hons) in Engineering from Nairobi University, is registered with the Uganda Registration Board and was elected a Fellow of the Uganda Institution of Professional Engineers. He served as the UACE-Uganda Chairman in 2002-3, and as the Chairman of the FIDIC Group of African Member Associations in 2004-7. He has undertaken regular assignments for many international agencies, including the World Bank.
 
Bueno Tomas  Pablo BUENO TÓMAS (Spain), Member
 
Pablo  Bueno Tómas has been the Chief Executive Officer of TYPSA Group since 2003. He graduated with a MSc in civil engineering from the Technical University of Madrid in 1988, and undertook an Advanced Management Programme at IESE, Madrid, in 2002. He has worked with Typsa since 1987, initially as an engineer and becoming Managing Director for Spain before taking up his present position. Pablo has participated as a project manager in the design and supervision of numerous infrastructure projects, both nationally and internationally. He is a chartered Civil Engineer, a Board Member of the Spanish Tunnelling Association, an Executive Committee member of the Spanish association TECNIBERIA and Vice-President of the European Federation of Engineering Consultancy Associations (EFCA). He has contributed extensively to translations and training involving FIDIC contracts.
 
Gobiet  Andreas GOBIET (Austria), Member

Andreas Gobiet  received a masters degree in civil engineering in 1993 and was officially recognized as a construction civil engineer in 1993, as an appraiser in 1995, as a commercial Managing Director in 1995, as an information technology supplier in 1998, and as a financial mediator in 2003. Since 2000, Andreas has been a senior partner with Gobiet and Partner ZT GmbH, Vienna, that specializes in project development, project management and building management, having established the firm in 1993. He lectures on building management, construction safety law and project management at Austria’s Institute for International Research and at the Technical University, Vienna, and elsewhere. He also serves on the Boards of Austria’s architects and civil engineers association and of the Austrian Consultants Association (ACA), the FIDIC Member Association, and is a member of the general assembly of Austria’s association of civil engineering companies (VZÖ). Andreas speaks German, English and French.
 
Hirotani  Akihiko HIROTANI (Japan), Member

Akihiko Hirotani is President of the ACK Group, Japan, and of Oriental Consultants Co., Ltd., one of Japan's oldest consulting engineering firms with braches throughout the Asia-Pacific region. As a Registered Engineer he has a B.Sc. in civil engineering from Nihon University, Tokyo, Japan, and is a Fellow of the Japan Society of Civil Engineers and of the Japan Geotechnical Society. Aki joined Oriental Consultants in 1968 as an Assistant Engineer, becoming successively Manager, Director, Executive Director, Head of the International Department, and President. His professional experience covers the design of RC/PC structures, bridges and tunnels (in Japan and overseas), the planning, design and construction supervision of motorways (in the UK), and various Japan ODA and Asian Development Bank financed projects in Asia, Central and South America, Africa and elsewhere. He has served as the President of the Association of Japanese Consulting Engineers since 2006 having served as Vice-Chair of the association's Membership Committee, as Chair of the International Activity Committee, and as a board member. He has also been President of the Japan Civil Consultants Association since 2007. He currently chairs the FIDIC ASPAC Asia-Pacific regional grouping and serves on the FIDIC Business Practices Committee. Aki has made numerous presentations for FIDIC and written extensively about the federation.
 
Jardaneh  Bisher M. JARDENAH (Jordan), Member

Bisher Jardenah was appointed Executive Managing Director, Arabtech Jardaneh Group, Jordan, in 1999. Prior to this he was a Corporate Director, having joined M.A.R. Jardenah and Partners, Jordan, after military service. The group, which has businesses spanning several engineering sectors and covering a large part of the mid-east, was awarded the King Abdullah II Award, Jordan's most prestigious award for excellence as a supplier of major services. Bisher has a B.Sc. (Hons) in civil engineering from the University of Illinois, USA, and a M.Sc. in construction management from the University of California, Berkeley, USA. He is Member of the Jordan Engineers Association (JEA) and is the immediate Past-Chair of the Architects and Engineers Business Council, Jordan, that with the JEA’s Engineering Offices Committee makes up the FIDIC member, the Jordan Architects and Consulting Engineers Council, which he was instrumental in founding and of which he is the Vice-President. He also serves on the boards of two Jordanian banks, on the Jordan Enterprise Board, on the Royal Commission of Kuluna Al Urdun, on the Social Security Investment Commission, on the Infrastructure Committee for Jordan's National Agenda, and on the Royal Commission on Jordan’s Water Strategy. He is Member of the Jordanian-American and Jordanian-European Business Associations and is Vice-Chairman, Zaha Foundation for Children, and a Member of the Board of Trustees of the Welfare Association.
 
Lee  Jae-Wan LEE (Korea), Member

Dr. Jae-Wan Lee is Chairman and CEO, SeKwang Engineering Consultants Co., Ltd., Korea. He was awarded a DHERS (Ph.D.) in transport and a DESS in transport and logistics from the University of Paris 1, France, a CES (M.Sc.) in transport and infrastructure from the École Nationale des Ponts et Chaussées, Paris, France, and a B.Sc. in civil engineering from Yonsei University, Seoul, Korea, in 1976. He is currently Chairman, Korea Marine Business Association, Vice-Chairman, Korea Construction Engineering Consultants Society, Technical Adviser to the Organising Committee for Expo 2012, Executive Member, Investment Committee for Infrastructure, Ministry of Land, Transport and Maritime Affairs (MLTM), and serves in several capacities for the MLTM (Policy Adviser; Policy Evaluation Committee; Technical Advisory Committee on Construction Design; Council for Coastal Management). He joined MLTM in 1978 as a project engineer and progressed to become Director, Port Development Division, in charge of nine new port developments. Dr. Lee is Visiting Professor, Yonsei University, Korea, Non-standing Director, Korea Container Terminal Authority, Vice-Chair, Korea Coastal Management Association, Member, Korea Port and Harbor Association, and Vice-Chair, Korea Port Economic Association. He has been a member of the Executive Committee of KENCA-Korea since 2003 and Senior Adviser to the Chairman of KENCA focusing on international cooperation. He served on the FIDIC-ASPAC 2008 Seoul Conference Preparatory Committee and has represented KENCA at several international events. He now chairs the FIDIC 2012 Seoul Conference Organising Committee and serves on a FIDIC Business Practices Committee task group.
 
Thornton  Enrico VINK, FIDIC Managing Director

Enrico Vink, was born in New Zealand, of Dutch parentage. He has university degrees in German and Spanish. From 1980 to 1990 he was employed by the New Zealand Department of Trade and Industry, where he worked on industrial development projects and on trade policy issues. During this time he spent four years as a Trade Commissioner at the New Zealand Embassy in Bonn. From 1990 to 2004 Enrico was with the Association of Consulting Engineers New Zealand, the latter ten years as Chief Executive. During that period the Association membership more than doubled in size, thanks in part to the outsourcing of almost all public sector engineering work to the private sector. In September 2004, he was appointed the FIDIC Managing Director. He is a strong advocate for best practice in association management and was a founding member of the New Zealand Society of Association Executives in 1994 and became President 1999-2001. Through ACENZ, he also became a founding member of the New Zealand Construction Industry Council, and chaired the task group on Best Practice Procurement.
 
Boswell  Peter BOSWELL, FIDIC General Manager

Dr. Peter Boswell, FIDIC General Manager, was born and educated in Kenya and received an MA and a PhD in materials engineering from Cambridge and MIT, respectively. He worked as a process engineer with Boeing and Ford in their development centres in Seattle and Dearborn before becoming an Australian mining industry Government Research Fellow attached to Mount Isa Mines and the University of Brisbane, Australia. In 1979, he joined Anglo American’s Johnson Matthey at its development centre in the UK, becoming Principal Engineer. Following joint projects with Battelle, he joined Battelle Geneva as the Group Manager, Process Engineering, responsible for designing and implementing advance materials processing plant. In 1986, he joined the European Physical Society, Geneva, as the Director responsible for publications and public relations. Dr. Boswell is a Chartered Engineer (UK), EurIng and EurPhys, and a member of professional materials engineering associations in the US, UK and Australia. He belongs to professional associations for association management, conference organization and publishing and holds some 40 patents, has published over 100 technical articles and is the co-author of several conference proceedings. 
  

Terms of Reference
  1. To be responsible for the administration and management of the Federation in all matters not explicitly within the competence of the General Assembly as defined in the Statues.
  2. To carry out the resolutions of the General Assembly.
  3. To prepare an annual report, formulate and modify By-Laws and endorse audited annual accounts for ratification by the General Assembly.
  4. To appoint members of Standing committees and Task Forces, approve their Terms of Reference, and monitor their activities.
  5. To nominate persons of Liaison responsibilities, as required.
  6. To conduct strategic planning for FIDIC including:
    1. the continuous assessment of developments affecting the consulting industry;
    2. the planning of actions to reposition FIDIC, when required;
    3. the reviewing and updating of the current strategic plan.
  7. To periodically review and update, or prepare, new policies where required.
  8. To represent FIDIC, as necessary, in order to maintain and enhance its image on the global scene, including:
    1. liaising with appropriate levels and officials of international organizations relevant to our interests;
    2. paying regular visits to Member Associations by Executive Committee members, Managing Director and General Manager;
    3. making available to interested parties/media FIDIC viewpoint on relevant issues;
    4. maintaining a highly professional image in all publications and presentations;
    5. working with MAs to support their Image Enhancement Programmes.
  9. The Executive Committee will meet at least three times per year, once coincident with the Annual Conference. It will delegate the above duties among its members. One of its members, traditionally the Treasurer or President, will be responsible for the administration of the Secretariat.
