Terms of Reference
  1. To identify the major issues confronting the African Consulting Engineers and prioritise them.
  2. To review the existing mode and methods of operation of GAMA, including its constitution and business plans
  3. To develop a FIDIC Policy Position on Procurement in Africa that can be used locally and internationally that encourages the use of local consulting engineers. What would be required of FIDIC is only the development of this document, and its promotion internationally; its local promotion must essentially be with the MAs. FIDIC’s stamp on the document will give it international authority which local firms will find useful in lobbying their home governments. 
  4. To establish a framework for FIDIC to more clearly represent the views of its African members to the international lending agencies and have policy positions for donor agencies, especially in the area of procurement. Annual visits to the African Development Bank by FIDIC is one such way of achieving this.
  5. To set minimum standards for FIDIC Member Associations in Africa and their member firms and set a time frame for their achievement. This will serve a bench marking purpose for MAs and thereby ensure minimum standards. This could include mandatory attendance at D&S, minimum participation in committees, mandatory completion of surveys and annual reports, etc. Membership of FIDIC should mean something to the MAs, the national governments and the international community.
  6. To establish a framework for the building of Capacity in Consulting Engineering Practice in African firms. 
  7. To establish a framework for the promotion of joint ventures, partnerships and regional and international networking among African member firms and with international consulting practices.
  8. Active involvement of all Member Associations at FIDIC Annual Conference must be deliberately promoted. This could include public invitation for papers from where speakers could be chosen. This would give opportunities to a wider spread of speakers.
