Terms of Reference
  • Potential Member Associations in new countries
  • Identify those countries where there is an identifiable consulting engineering industry.
  • Investigate whether there is an existing CE Industry Association, and if so determine the details and contact persons.
  • Make initial contact and determine details of the membership and level of interest in FIDIC.

Note: This will require a “FIDIC – What We Are and What We Can Do For You” pack.
  • Develop a strategy and program for bringing the potential MA into FIDIC; possibly via the sustaining membership grade.
  • Existing MAs

There are several problems which need to be addressed:
    • Some MAs are not representative. I.e., the MA represents a small fraction of the CEs of the Country within its membership. The aim should be 50% minimum.
      - Identify those “minority” MAs and discuss the problem with them; establish a strategy to address the issue.
      - Encourage merger or “umbrella” organisations.
    • Some MAs may understate membership numbers.
      - Establish accurate data for all MAs
      - Where there is understatement, reach an agreement to put it right.
    • Quality of MA Secretariats
      - Need to establish just what the Secretariats are capable of undertaking.
      - Need to establish a set of minimum standards.
  • Data Bank

FIDIC does not  know enough about its MAs and Member Firms, and should review the current means of surveying our MAs with the aim of increasing usefulness of our knowledge. We should also know what MAs are thinking.

  • Member Firms – minimum standards.
  • There is a perception, even in developed economy countries, that there is a wide variance in the “professionalism” of CE firms.
  • This variance is even more marked between the CE firms of different countries within the global economy.
  • Building capacity is an objective of FIDIC CBTF;
  • However, the MCom should consider the concept of some form of FIDIC minimum competency Standards for Member Firms which can be assessed in some way.
  • Such a concept would augment the image and status of FIDIC, and potentially add to revenue.
  • Affiliate Membership

FIDIC has an Affiliate grade of Membership, which can bring benefits to both FIDIC and to MAs.

  • connections to influential persons or companies; which support FIDIC objectives.
  • revenue (approx. SF 2,000 per affiliate).
