The Terms of Reference will be considered and developed by the appointed Task Force for approval by the Executive Committee, but it is expected that the TOR will include: 

1. To review of the achievements (past and continuing) against Task Force 21 recommendations as articulated in the publication Engineering Our Future.
2. To review of changes since 1998 in International focus, and conditions, and influences which impact on the CE industry, including predicted trends.
3. To review changes in FIDIC and Member Association (MA) Memberships which could change strategic emphasis.
4. To review the current attitudes perceptions, requirements, etc. of MAs in relation to FIDIC.
5. Surveying and interviewing MAs will probably be necessary to identify the foregoing.
6. Globalisation issues are to be considered within the context of the Governance Task Force recommendations listed in (3) above.
7. Consideration of the focus (emphasis) of FIDIC.
