There is an essential need is to standardize the knowledge of consulting engineering business practices across national boundaries, and to have those who understand and use these standard practices recognized. The FIDIC-JACEC-Jordan Training Programme responds to this need to upgrade the management capabilities of consulting engineer firms, clients bodies, contractors and infrastructure industry professional and public procurement staff by organizing a series of training courses based on the FIDIC Guide to Practice Training Manual and the FIDIC Contracts Training Manual.

The instructor for the two courses is Steen Frederiksen, the principal of SFC-Consulting Engineers, Denmark. He has a M.Sc. (Civil and Structural Engineering) from the Technical University of Denmark and a AMP from INSEAD, France. He is a  member of the Society of Danish Engineers, MIDA, and of the Danish Association of Consulting Engineers, FRI. Steen is the Chairman of the Board of Multiflash A/S and Chairman of Engineers without Borders, Denmark. SFC's key technical qualifications are in the areas of nternational project management, tendering services and contracting, project evaluation and procurement within industry civil works, infrastructure, environment and alternative energy.

1997 -  : Principal, SFC, Denmark.

As an independent consultant engaged with the following activities:

  • Contract manager for 7 mio EUR wind farm in Darling, South Africa
  • Advisor to Danida as Project Manager and contract dispute
  • consultants on mixed credit financed industrial projects.
  • Tender consultant for the Tanzania ACMA, Private Sector Advocacy Fund
  • Advisor to Danish Environmental Protection Agency (DEPA) on JI contracting and project implementation, Estonia and Moldovia.
  • Evaluation of UNCDF roads and schools project in Yemen.
  • Appraisal of surface water supply projects in Egypt
  • Trouble shooting for projects in environmental, building, agricultural processing and health sectors for Danida financed projects in Vietnam, Bangladesh, Jordan and China.
  • Project document and tender services for 5 MW wind farm, South Africa.
  • Revision and updating of DEPA standard procurement and consultancy contracts.
  • Tender and Contract advisor to DEPA (DANCED and DANCEE) for projects in Russia, Latvia, Rumania, Bulgaria, Ukraine, Kazachstan, Thailand, Malaysia and South Africa.
  • Procurement consultant for Petrocart Waste Water Treatment Project, Rumania
  • Project preparation and appraisal of environmental projects in Latvia, Ukraine, Croatia and South Africa.
  • Evaluation of appraisal and procurement procedures applied by the EIB, Luxembourg for infrastructure loan projects 1995-2000
  • Technical and financial/economic appraisal including contracting and procurement, evaluation, assessment and trouble shooting for mixed credit projects in China (Danida).
  • In charge of seminars and training courses for Chinese engineers in China and Denmark within wind energy.
  • Evaluation of Danced’s co-operation with the consulting industry.
  • Evaluation of the Danida Consultants Trust Fund Programmes with WB, IFC, IDB, UNDP, IFAD, AsDB and AfDB.

1994-1997: Executive Director, Rambøll, Denmark

Key tasks were:

  • Responsible for international activities, including project development, foreign subsidiaries and marketing co-ordination. Project Director for environmental, agricultural and institutional development projects.
  • Introduced standard manuals for proposals and contracts, developing markets and subsidiaries in Eastern Europe, Africa and South East Asia.
  • Responsible for the establishment and/or acquisition of consulting firms in Poland, Czech Republic, Ghana, South Africa and India.

1988 - 1994 : Executive Director, Carl Bro Group, Denmark

Key tasks were:

  • Developing markets and subsidiaries in Europe, co-ordinating and standardising internal and external information and promotion material, employment conditions and contracts.
  • As Project Director providing support to a number of assignments in Africa, Far East and China, primarily within environment, water, energy, agriculture and food industry.

1983 - 1990: Managing Director, Dangroup International, Denmark.

Key activities were:

  • General and project promotion, preparation of proposals and contracts and project supervision.
  • Typical projects involved roads, water supply and water works, hospitals, schools, hotels, grain storage, cold storage in Africa, Middle and Far East incl. China.
  • Involved were permanent offices/subsidiaries in Saudi Arabia, Malaysia and China.

1976 - 1983: Assistant Director, Carl Bro International, Denmark.

Project Director on water supply, infrastructure and agricultural development projects in Africa, Middle and Far East.

1968 - 1976: Project Engineer, Kampsax, Denmark

Engaged on international projects for bridges, highways and ports including planning, design, maintenance and general technical support.
