India training centre launched [full item: 77Ac]
 
HabitatFIDIC's new training centre in India was successfully launched in New Delhi on 12-13 December 2005 with a FIDIC contracts seminar (see www.ceaindia.org) held at the India Habitat Centre (see photo) that hosts 32 organizations, including CEAI-India, FIDIC's Member Association, and CDC, a FIDIC Affiliate Member. Organized by FIDIC, CEAI-India, CDC and their training partner, ITC, the vigorous discussion from the 100 participants coming from India, Afghanistan, Pakistan and Bangladesh illustrated the importance of FIDIC's initiative to bring contracts training events to India. Plans are in place for 2006, with seminars targeting the key centres of Mumbai, Chenai, Calcutta and New Delhi, see FIDIC.org/events.
 
FIDIC meets with World Bank to prepare specific action items [full item: 76Ac]
 
Quality-based selection, capacity building and business integrity are high on the multilateral development banks' (MDB) agenda as they gear up to meet the increased demand for infrastructure. FIDIC is seen as a key partner in discussions, with consulting engineering firms maintaining a keen interest in bank-funded projects. At a meeting in early December 2005 with the World Bank, Jorge Díaz Padilla, FIDIC President, and Enrico Vink, Managing Director, discussed several initiatives with the view to developing specific action items, such as an analysis project quality (see News item). Central to recent discussions has been the World Bank's proposal to introduce country-based procurement for internationally funded projects. This comes at a time when the harmonisation of procurement procedures took a major step forward with the banks' agreement to licence FIDIC's MDB Harmonised Construction Contract (see News item).
 
Asia-Pacific regional 2006 conference targets poverty alleviation [full item: 75Ac]
 
Consulting engineers and their impact on poverty alleviation, a Millennium Development Goal, will be the focus of the industry's 2006 Asia-Pacific regional conference (Dhaka, 5-8 March 2006). Organized by TCDPAP in collaboration with FIDIC's ASPAC Asia-Pacific Member Associations, the conference will seek to identify solutions, for it is clear that consulting engineers have an important role to play. It is also important to demonstrate that sustainable, high-quality solutions offer the best way to significantly reduce poverty by improving the lives of the less fortunate. Development funding agencies will be a prime focus for discussions, with the Asian Development Bank likely to make a presentation, and consulting engineers and their clients throughout the region being urged to participate. FIDIC speakers will include Jorge Díaz Padilla, FIDIC President, and Enrico Vink, FIDIC Managing Director. For information, www.tcdpap.org.

A business-oriented programme for the 2006 consulting engineering conference [full item: 46Ev]
 
BudapestThe programme for the 2006 International Consulting Engineering Conference (Budapest, September) organized by FIDIC with the European federation EFCA and their national Member Association AHCEA-Hungary, will adopt a novel, business-oriented format. Following plenary presentations to set the scene, workshops on best-practice procurement and project implementation will focus on new tools that are being developed for procuring and implementing projects. A third stream addresses critical issues that will affect firms as they prepare for tomorrow. Examples at the local, regional and global levels will then show how the new approaches can be applied in the marketplace. Full details will be available at www.consulting2006.org in early-2006. In the meantime, those interested in the latest developments in project procurement are urged to block out 24-27 September 2006 so as not to miss the dynamic, "must attend" 2006 International Consulting Engineering Conference.

GAMA Group of Africa Member Associations 2006 regional conference [full item: 47Ev]
 
Africa's 2006 consulting engineering regional conference organized by the FIDIC GAMA Group of Africa Member Associations takes place in Bagamoyo, Tanzania, near the capital Dar-es-Salaam, on 2-5 April 2006 (see www.acet.or.tz). In addition to senior bank officials, FIDIC will also be represented by Jorge Díaz Padilla, FIDIC President, and Enrico Vink, FIDIC Managing Director. The conference will focus on private sector development and the role of the African Development Bank under the NEPAD - African Union framework. FIDIC is keen to support as much as possible such initiatives, in order to achieve strategic goals of an improved and sustainable consulting industry in the region. Other initiatives being explored include the concept of business schools in Nigeria and Kenya offering training to local firms. FIDIC training is already being offered through the SAACE-South Africa School of Consulting Engineering (www.saace.co.za/school.

Translations of the Harmonised Construction Contract envisaged [full item: 53Co]
 
To meet the demand, several organizations have already indicated that they plan to translate the recently published (May 2005) Multilateral Development Bank (MDB) Harmonised Edition of the FIDIC Construction Contract (see News item). The Interamerican Development Bank, a participating bank licenced by FIDIC, plans a Spanish version and CNAEC-China is seeking permission to publish a Chinese version. Several other Member Associations have also approached FIDIC. Under the terms of the licence agreement, a participating bank can, with FIDIC's permission, authorise translation provided the translation is made available at no charge to FIDIC and the other participating banks.
 
All of the major MDBs have now signed licence agreements to use the Harmonised Edition on bank-funded projects. The benefits are huge, in terms of costs savings to lenders, borrowers and consultants in reducing unnecessary bureaucratic hurdles. The consulting engineering industry will now be able to work with greater certainty, knowing that MDBs will be using, wherever possible, similar procurement documentation based on the popular FIDIC Construction Contract. Only the Nordic Development Fund (NDF) has announced that it will not now sign the agreement since the fund will be wound up (see News item). The NDF will honour all commitments and as a strong supporter of procurement harmonisation, will advise clients to obtain Works contracts from FIDIC.
 
Adjudicators Assessment Workshop planned [full item: 54Co]
 
The FIDIC President's List of Approved Dispute Adjudicators was set up so that FIDIC could appoint experienced adjudicators when required to do so under the terms of a FIDIC contract. Successful applicants must be FIDIC members, either through a FIDIC Member Association or via Affiliate or Sustaining Membership, and have passed a two and one-half day Adjudicators Assessment Workshop (AAW). A call for applications by 22 December 2005 for the next AAW was sent to Member Associations in November 2005. Applications are presently being reviewed, and if there are sufficient qualified candidates, the workshop will take place in the UK in March 2006. Late applications may be considered (please contact FIDIC and consult FIDIC.org/dab.

National adjudicators lists supported [full item: 55Co]
 
Gaining the necessary experience for entry on the FIDIC adjudicators list often calls for national dispute board experience. FIDIC has published guidelines to help Member Associations establish adjudicators lists (see FIDIC.org/dab). The federation monitors the lists and facilitates access via FIDIC.org/dab. Recently, FIDIC has also worked to ensure that those components of a FIDIC contracts training course that are considered essential for an adequate understanding of FIDIC contracts and dispute adjudication are "flagged" as suitable for candidates to national lists (notably for courses in the Europe and Asia-Pacific series - see FIDIC.org/events). Further efforts in the same direction aim to encourage pupilage (on-site training by experienced dispute adjudicators) and the organization of train-the-trainer training courses in association with contracts training events.

Shanghai Engineering Consulting Trade Association inaugurated [full item: 42Re]
 
ShanghaiFollowing the FIDIC 2005 Conference in Beijing, a FIDIC delegation that included Jorge Díaz Padilla, FIDIC President, John Boyd, FIDIC Vice-President, and Richard Kell, immediate Past-President, made an official visit to Shanghai in September 2005 to meet Mr. Zhou Yupeng, the city's Vice-Mayor, other senior government officials and the heads of local consulting engineering firms. At a meeting with Mr. Zhou, discussions were held on the role of consulting engineers in preparing for the 2010 Shanghai World Fair (see www.expo2010china.com), the types of service that will be required and the opportunities for FIDIC firms. Dr. Díaz Padilla was also invited to witness the official inauguration of the Shanghai Engineering Consulting Trade Association which has as its first Chairman, Mr. Liang Yuyuan, a long-time friend and supporter of FIDIC in his former role as General Manager of the Shanghai Investment Consulting Corporation. Mr. Liang, Richard Kell, Jorge Díaz Padilla and John Boyd are seen in the photo, starting on the third from the left, taken at the unveiling ceremony.
 
Spanish association celebrates its 40th anniversary [full item: 41Re]
 
TecniberiaThe successful fusion in 2002 of ASINCE and Tecniberia-Civil, Spain's two consulting engineering associations, into an enlarged Tecniberia/ASINCE was hailed as a model of collaboration for the industry during celebrations in Madrid in October 2005 marking Tecniberia's 40th anniversary (see www.tecniberia-asince.es). They were attended by Jorge Díaz Padilla, FIDIC President, and Enrico Vink, FIDIC Managing Director, and by several senior government officials, highlighting the close contacts that have been established. The occasion allowed FIDIC to strengthen ties with the Latin American associations which were represented, and with their regional federation FEPAC. FIDIC seeks closer co-operation with FEPAC through further discussions in the near future.
 
Joint tasks forces envisaged for key European topics [full item: 40Re]
 
Of particular significance to the European market for consulting engineering services are procurement guidelines, anti-corruption initiatives, standardization of terminology, liability limitations and costs of insurance, transparency and fair competition and, particularly in east and central Europe, capacity building. The European Federation of Consultancy Associations, EFCA, agreed on a number of key projects for the coming year at its November 2005 meeting of association directors and secretaries, attended by Enrico Vink, FIDIC Managing Director. FIDIC was able to be able to offer assistance in several areas, and joint task forces are to be established in liability and insurance, for instance, where additional resources will offer greater impact.

Capacity building extended to in-house training [full item: 65Pr]
 
A full programme of events in late-2005 in Asia, Europe and the Caribbean attested to the popularity of FIDIC contracts training events, with hundreds of consultants, contractors, lawyers and clients attending one- and two-day seminars, workshops and courses. 2006 also begins with a similar flourish of events. Details are available on FIDIC.org/events, designed to provide more information and easier access to those seeking a suitable event.
 
Recognizing the importance of FIDIC standards in emerging markets, client organizations are increasingly turning to FIDIC for help in upgrading their skills, especially in the areas of contract administration and procurement. To meet the demand, FIDIC now arranges in-house training in association with established suppliers. For instance, FIDIC has arranged for a two-day FIDIC contracts course at a major utility in Kosovo in January 2006. Among the main advantages of this approach are official recognition of participation and the availability of FIDIC documents. The increased level of investment activity in countries such as Kosovo offers considerable opportunities for consulting engineers, and for FIDIC with its capacity building programme and established courses.

Project sustainability promoted in Tokyo and Paris [full item: 45De]
 
The built environment accounts for 40% of greenhouse gas emissions and the buildings account for one-half of all resources extracted. Promoting sustainable buildings and construction is therefore a major priority for governments and international agencies. Incorporating sustainability throughout the project life span of 80 years for the average building is essential. FIDIC's main contribution is Project Sustainability Management (PSM; FIDIC.org/psm) that defines project goals and establishes a standards-based implementation process. Peter Boswell, FIDIC General Manager, was invited to present PSM at the 2005 World Sustainability Building Conference (Tokyo, 27-29 September; www.sb05.com) that showcased building rating systems. These systems are becoming increasingly more complex, by integrating life-cycle analysis and site-specific design, for example. PSM works in association with rating systems by defining and implementing a broad range of sustainability goals that are referenced to acknowledged whole-society goals.
 
A few days later, John Boyd, FIDIC Vice-President, and Peter Boswell participated in the annual UNEP meeting with industry associations (Paris, 22 October 2005) that aims to develop partnerships for actions to improve the environment. Through UNEP's Industry Sector Scorecards (see www.unep.fr), PSM was recognized by participants as a outstanding initiative for moving society towards greater sustainability on practical, project-by-project basis. FIDIC's objective at the meeting was to establish partnership with client industries in the mining, transport and water and energy sectors for the application of PSM on projects.

FIDIC President and Past-President in the news [full item: 28Im]
 
Some 14 senior Canadian parliamentarians attended the 2005 ACEC-Canada awards ceremony that recognized industry achievements, and the value that consulting engineering brings to society. A special highlight was a prize awarded to Wayne Bowes, FIDIC Past-President (1999-2001), for many years of service to ACEC-Canada and to the industry.
 
Jorge Díaz Padilla, FIDIC President, who is helping to organize the 4th World Water Forum (Mexico City, www.worldwaterforum4.org.mx; 16-22 March 2006) has indicated that more than 500 contributions have been received by the Forum's Secretariat, including one from FIDIC in collaboration with CNEC-Mexico and AJCE-Japan; some 150 will be selected for formal presentation. FIDIC aims to make a important contributions, especially in sessions under the "Water for Growth and Development" and "Water Supply and Sanitation for All" themes.
