International conference set to go [full item: 83Ac]
 
BudapestWith some 38 European and international speakers and contributors from FIDIC, the European Federation of Engineering Consultancy Associations (EFCA) and AHCEA-Hungary now confirmed, the first ever tripartite international consulting engineering conference www.consulting2006.org is set to leap into action. Full programme details have been circulated to FIDIC, EFCA and AHCEA members so that firms and other interested organizations can be fully briefed on the programme, and the benefits of an unique event that takes place in fabulous Budapest on 24-27 September 2006.
 
The first day features keynote speakers from China, the UK, Kenya, France, Hungary, India and Austria. In addressing the conference theme by placing consulting engineers at the crossroads to the future, these experts will share a wealth of experience on the changing role of the consultant, on best practice in the selection of consultants, and on new ways in which projects are being put together and managed for clients (see programme at www.consulting2006.org). Firms and member associations will come away with excellent practical information, plus an action plan for the future.
 
This major event should by now be marked in everyone's agenda. Early bird registrations end on 30 July 2006, so early bookings are highly recommended. The local organizers report limited activity on visas, so participants are reminded to action such requests early rather than be disappointed. With the European summer now settled in, the time for action has come. Come one, come all.
 
US President addresses ACEC convention participants [full item: 85Ac]
 
BushThe 2006 ACEC-USA Annual Convention (Washington DC; 30 April - 3 May 2006) had a record 1200 participants including President Bush, whose appearance was broadcast worldwide and covered by all the main national media. The President introduced his remarks by saying: "I want to first say I appreciate the good work you do for the country. I want you to know that I know how vital your contribution is. And it means a lot!" Other highlights included an animated debate by former chairs of the Democratic and Republican National Committees on the upcoming elections, adoption of a policy statement on open competition, and presentations on the shortage of engineers and on public/private partnerships. Dr. Jorge Diaz Padilla, FIDIC President, and Enrico Vink, Managing Director, participated in this memorable occasion as ACEC guests.
 
Client-consultant agreements survey [full item: 84Ac]
 
In updating its Client/Consultant Model Service Agreement (the "White Book"), FIDIC is comparing key elements of client-consultant agreements published by Member Associations. Some of this information is being used by drafting teams working with governments to establish national White Books. FIDIC cannot underestimate the importance of this work since client-consultant agreements are key documents for the industry. The results of a preliminary survey that were urgently needed for drafting teams indicated some interesting trends: performance bonds and liability for consequential damages are applied in only 15% of countries; penalties and limitation of liability are applied in about 50% of countries; copyright is transferred to the owner in 85% of countries. Given the trends and the need for a comprehensive overview, FIDIC is now surveying all FIDIC Member Associations. The survey form, available on the survey website FIDIC.org/surveys/client06, has been sent to associations for completion by 10 August 2006.

Qualifications-based procurement guide [full item: 51Ev]
 
CanadaThe ACEC-Canada 2006 Summit and National Convention, St. John's, Newfoundland (29 June - 1 July 2006) saw the launch of Selecting a professional consultant, published by the federal government's Infrastructure Canada Program and the Federation of Canadian Municipalities (see www.infraguide.ca and news item). The guide is unique in that a government-led team aimed to create a common understanding between consultants and clients on how to procure services. It concluded that best practice calls for legislation of a qualifications-based procurement framework, and that in its absence leadership will have to come from all the partners in infrastructure supply. Enrico Vink, FIDIC Managing Director, represented FIDIC, and used the occasion to progress planning for the FIDIC 2008 Conference in Quebec.
 
Tunis engineering days enhance FIDIC profile [full item: 50Ev]
 
With considerable help from ANBEIC, FIDIC Member Association for Tunisia, and Nabil Chater, ANBEIC President, FIDIC was able to organize "international consulting engineering days" in Tunis on 7-9 June 2005 in association with SISE, North Africa's premier professional services salon. The events started with FIDIC's first-ever contracts seminar in French that attracted 150 participants and featured senior government officials as session chairs. Participants received the brand new Test Editions of the French translations of the FIDIC Construction, Plant and EPC/Turnkey contracts. FIDIC was represented by Maxime Mazloum, Executive Committee member, and Peter Boswell, General Manager, and the main seminar presenters where Sebastian Hoek, Kanzlei Dr. Hoek Stieglmeier, Berlin, and Mathias Dziubak, BCEOM, Paris. There followed two African Development Bank sponsored workshops during the salon, each attended by some 80 participants, that explored the region's capacity and capacity building needs.
 
With over 100 visitors to the FIDIC booth, and with support from FIDIC's Group of Africa Member Associations (GAMA), SISE was clearly successful in bringing together francophone Africa's professional service industries and raising FIDIC's profile in the region. Direct contact was made with associations for Algeria, Cameroons, Chad, Jordan, Lebanon, Mali, Mauritania, Senegal, Syria and Jordan, and expressions of interest in FIDIC membership have since been received. The next event in 2008 promises further opportunities for FIDIC and GAMA and their members to spread networks in North Africa and francophone countries. The contracts seminar was also the prototype for similar events now being offered to all francophone Member Associations. At least one other event is planned (in Morocco) and several other countries have shown interest (Mali, Algeria, Switzerland, Tunisia).

Romania adopts FIDIC contracts [full item: 60Co]
 
Highlighting the ever-growing interest in the use of FIDIC contracts, the government of Romania recently signed a licence agreement with FIDIC to allow translated General Conditions of FIDIC contracts to be adopted into legislation as the country's benchmark contracts for infrastructure projects. The translations of the 1999 FIDIC works contracts were initially prepared by ECV, a FIDIC contracts training course supplier, which assigned the copyright to ARIC-Romania, the FIDIC Member Association that was established in 2002. Working with ARIC, FIDIC ensured that the government adopted the ARIC translations. Copies of the General Conditions, together with guidance for Particular Conditions and associated forms will shortly be available from ARIC as complete Conditions of Contract, mirroring the original version in English published by FIDIC. ARIC is to be congratulated for helping establish the ideal arrangement whereby a country adopts standard, internationally recognised FIDIC General Conditions, prepares its own specially tailored Particular Conditions, and makes the full conditions available through a FIDIC Member Association.
 
Abu Dhabi investment authority adopts FIDIC [full item: 61Co]
 
The Abu Dhabi Executive Affairs Authority (see UAE Interact news item) was created in early-2006 as part of a government-wide restructuring of organization and governance, based on international best practice, that sees an enhanced role for the Abu Dhabi Executive Council. In overseeing, coordinating, and executing various projects mandated by the Council, the Authority is responsible for organizing economic development and diversification based on major infrastructure projects. One of the Authority's first actions has been to license FIDIC works contracts and services agreements for use within the Abu Dhabi master development plan (the Government Restructuring Plan). The agreement allows the Authority to prepare General Conditions of contract based upon the FIDIC General Conditions that incorporate special requirements. The agreement represents a major step towards ensuring that infrastructure investments in a major market are based upon FIDIC's balanced, well-tested and widely accepted conditions of contract.

FIDIC argues for extended collaboration at FEPAC 2006 [full item: 45Re]
 
The role of consulting engineers was explored at the Panamerican Federation of Consultants (FEPAC) 2006 conference (Rio de Janeiro; 4-7 June 2006) in the context of ambitious plans to coordinate key infrastructure across Latin America. FIDIC President Jorge Diaz Padilla and FIDIC Managing Director Enrico Vink took an active part in discussions that also examined financial models, procurement best practice, integrity management, and cross border collaboration. In two major initiatives, several countries are vigorously pursuing separate but related cross-border programmes, covering road networks and water and energy supply. There are many opportunities for closer collaboration between national associations, with FIDIC making the case for membership of FIDIC so that countries can access not only international expertise, business advice and a widespread network but also FIDIC's acclaimed contract documents and business practice guidelines. FIDIC held useful discussions with representatives from Brazil, Paraguay, Argentina and Chile and from FIDIC Member Associations for Ecuador and Mexico. Angelo Vian from Brazil who was elected FEPAC President at the conference accepted an invitation to attend the International Consulting Engineering Conference in Budapest in September 2006.
 
Initiatives to expand membership to be reinforced [full item: 46Re]
 
The draft FIDIC business plan, reorganized on a three-year basis and available at FIDIC.org Internal, has been sent to Member Associations for comment in time for discussion at the FIDIC 2006 General Assembly Meeting (Budapest, 27 September). It envisages a reinforcement of efforts to expand FIDIC membership and representation. At present, FIDIC is exploring membership with countries in South America and the Gulf region and with Jordan, Russia, Serbia, Trinidad and Tobago, and several African countries either French (Algeria, Cameroons, Chad, Mali, Mauritania, Rwanda, Senegal), English (Ethiopia) or Portuguese speaking (Angola, Mozambique). Meanwhile, FIDIC welcomes Peter Morris, Trinidad, as a new Sustaining Member.

European contractors invite FIDIC [full item: 69Pr]
 
EICFIDIC was well represented at the annual conference of the European International Contractors held in Zurich at the end of April 2006. A central theme was risk and how it can best be managed. Contractors are fully aware of the challenges facing the construction industry, and that the number of key providers has shrunk considerably. Partnering contracts, new forms of project delivery and best practice in procurement were hot topics, with contractors increasingly interested in quality selection, as outlined in the recent FIDIC guide Quality in Construction. There is also considerable interest from the contracting industry in FIDIC's standard contracts, and discussions included the ongoing contribution from the industry in the development or review of contracts. Supported by experts from USIC, FIDIC's Swiss Member Association, Jorge Diaz Padilla, FIDIC President (seen on the left in the photo, with Gian Alfonso Borromeo, EIC President) and Enrico Vink, FIDIC Managing Director, outlined the federation's role in the international construction industry. Quality, sustainability and integrity were highlighted as vital for successful projects (see joint press release at www.eiccontractors.de).

Business integrity user group being examined [full item: 23Et]
 
John Richie, a member of FIDIC's Integrity Management Committee, has been asked by the FIDIC's Integrity Management Committee to investigate the possibility of a BIMS User Group to help meet the increased demand for help with FIDIC's unique tool for addressing corruption. The full text of John's letter to firms which responded to the FIDIC 2005 BIMS User Survey is available at FIDIC.org/news. Further information about BIMS is available at www.businessintegritymanagement.org. John points out that: "Setting up and operating a successful ethics programme can be difficult, as this is a relatively new area. I have not encountered any well-established organizational structure or set of operating procedures for such systems. This can be contrasted with Quality Management, for which there are many operating guidelines, and many consultants are available to help establish, operate and audit a QA system. Those who set up and run BIMS are often 'on our own', making it desirable to establish networks of ethics/BIMS officers, to foster the sharing of experience and to improve the effectiveness."

Image building successful in Sweden [full item: 31Im]
 
SwedenThe construction sector plays a significant role in most economies, a role that is often not fully appreciated by politicians and decision makers. In a new collaborative approach, the Swedish construction industry, with considerable input from STD-Sweden, the FIDIC Member Association, has been able to demonstrate its importance. A recent seminar in Stockholm attended by Enrico Vink, FIDIC Managing Director, illustrated a greater focus on end users by a sector that is again proud of its achievements. The attention given by the media suggested that the new collaborative approach is getting its message across.
 
On the same action packed day, Sweden's Minister of Construction also attended the finals of this year's Future City programme. Well established in the USA, Future City has taken hold in Sweden, with other countries showing increased interest. It aims for active construction industry involvement with schools to promote sustainability in buildings and infrastructure. In Sweden, the government-supported annual competition sees students building models of a city of future city. The winners of the 2006 prize, with energy efficiency as the theme, are shown in the photo. Such activities offer consulting engineers a golden opportunity to demystify what engineers do, and to promote the consulting industry. FIDIC Member Associations are encouraged to share similar experience with FIDIC so that it in turn, can be shared with other members.
