FIDIC Regional Training Centers information
 
 
1. General Information  

The proposed training programmes shall be designed to prepare and/or train both the leaders in engineering-oriented project/programme management and normal consulting engineers and project managers. However, the goals have to be achieved in steps, and the needs of the three groups of potential students shall be given different priorities in view of China's particular circumstances. As agreed between the Ministry of Foreign Trade and Economic Relations and Tsinghua University, training of the project managers and contract administration staff for construction companies in FIDIC Conditions of Contract and other documents shall be the starting point. The training programme shall be then extended to consulting and design professionals. The curricula shall be designed to meet the specific needs of trainees in the different groups working at different levels in consulting firms or construction companies. The proposed training programme will be open to the neighbouring areas of China's mainland since many have the same training needs as China. This will be an ideal way to make full use of the training resources made available by FIDIC, and to spread FIDIC's message. The centre,  located on Tsinghua campus, Beijing, will be run by representatives from CNAEC (FIDIC's Member Association in China) and Tsinghua University. It can use the various facilities of Tsinghua University. Two training programmes will be offered:

  • overseas construction project management;
  • training on specific topics.
All expenses will be covered by the tuition fees of trainees and sponsorships from related affiliations.A distance-learning system  has been established by Tsinghua University, which is also the centre of the China Education and Research Network that provides the necessary facilities. The partners in the training centre are responsible as follows:
  • FIDIC
    • Guide, suggest and supervise the work and training plan of the Centre;
    • Introduce experts and recommend internship sites or projects abroad;
    • Publicize and advertise the training programme;
    • Sign certificates for trainees.
  • CNAEC
    • Guide, suggest and supervise the daily work and training plan of the Centre;
    • Introduce experts of lectures;
    • Enrollment;
    • Provision of the related documents and materials of FIDIC as textbooks or reference books;
    • Sign certificates for trainees.
  • Tsinghua University
    • Preparation of training plan;
    • Enrollment, accommodation and administration of trainees;
    • Organization of the training of the trainees;
    • Collection of tuition fees and get other supports;
    • Preparation and allocation of textbooks;
    • Sign certificates for trainees.

2. Programmes

PROGRAMME 1: Overseas construction project management and consultancy training programme Objectives

The trainees shall be senior consulting engineers and project managers. They shall become familiar with the project management promoted by FIDIC and able to undertake overseas project management, fincluding feasibility studies, financing, procurement, construction and contract administration. The trainees shall be awarded a certificate signed by FIDIC, CNAEC and Tsinghua University when they have passed examinations. The certificate will be an indication of their competence for overseas project management.

Trainees
The trainees may come from design and consulting firms and construction companies. They shall meet the following requirements:
  • With a Batchelor's degree, or above, and five years' working experience;
  • Fluent English
  • Under 45 years of age, and in good health.
The number of trainees in each class will be limited to 50. Trainees from other Asian-Pacific countries are welcome if they meet the requirements above.
Certificate
Trainees are required to submit a paper and pass a comprehensive test before they can receive a certificate signed by the three parties.
Trainers
Trainers will include:
  • Experts recommended by FIDIC
  • World-famous scholars and experts, such as lecturers from Reading University (UK), UMIST (UK), USC (USA), etc.
  • Professors from Tsinghua University: School of Civil Engineering; School of Economics and Management; School of Law
  • Experts from CNAEC
Teaching materials
  • Materials published by FIDIC
  • Sample bidding documents for Procurement of the Works prepared by The World Bank
  • Textbooks of Tsinghua University d) Textbooks of other universities in the world

  • The latest FIDIC and CNAEC documents: 1 week
  • Special issues in tendering and contract management :1-2 weeks
  • English: 3 months
  • Software for project management :1 week
  • Preparation of bids: 2 weeks
  • FIDIC Conditions of Contract :1 week
  • Law: 1 week
  • Project financing: 1 week
  • Real estate development: 1 week
  • Other training programmes recommended by FIDIC: 1 week
