FIDIC Affiliate, Sustaining and Correspondent Members

Summarised below are the procedures that an organization or individual is asked to follow to become an Affiliate Member, Sustaining Member or Correspondent Member of FIDIC, and the general procedures for remaining a Member of FIDIC.

Affiliate
Any engineering or related association, organization, company or group which has an interest in the consulting industry. In many cases it is appropriate for a representative organization in such a country which may or may not have a national Member Association to join FIDIC as an Affiliate Member.

Sustaining
Any firm (or group of firms) from a country not having a Member Association, which meet(s) all of the Federation's membership criteria.

Correspondent
In a country where there is no association qualifying for membership of the Federation, any individual prepared to devote time, in an honorary capacity, to promote the establishment of such an association, may be elected as a Correspondent.

 
A. AFFILIATE MEMBER

1. Applications
Any engineering or related association, organisation, company or group which has an interest in the consulting industry and which supports the objectives of the Federation, may be approved as an Affiliate Member by the FIDIC General Assembly. They are proposed by the Member Association in whose country the organization is situated.

A representative national organization would also normally join FIDIC as an Affiliate Member, only in this case they would be proposed by the Executive Committee.

The application procedure stems directly from Article 4 of the FIDIC Statutes:
 

"Applications for Affiliate Membership shall be proposed by the Member Association in whose country the organisation is situated, except that international organisations that may be proposed by the Executive Committee. Such applications shall be adopted only if two-thirds of the votes cast by Member Associations represented at a meeting of the General Assembly and entitled to vote, are in favour of the resolution."

2. Application documents

Applications are made to the FIDIC Secretariat and the FIDIC Executive Committee consults with the relevant Member Association. They must be accompanied by a statement explaining:
  • the motivation for the application;
  • the activities of the applicant, in particular, activities in fields related to consulting engineering and allied professions;
  • the relationship of the organization to the consulting engineering industry, and to the FIDIC Member Association in the country of origin.
To apply to join FIDIC as an Affiliate Member, an organization should thus send the following documents to the FIDIC Secretariat, P.O. Box 311, CH-1215 Geneva 15, Switzerland:
  • a letter requesting Affiliate Membership in FIDIC;
  • a statement of the activities of the organization (e.g., an annual report) and the reasons for the application, etc. (see above).
3. Application procedure
The application documents are forwarded to the Members of the FIDIC Executive Committee responsible for membership for their review and subsequent recommendation to the Executive Committee. The Executive Commiteee also contacts the national member Association to seek approval for the membership (except in the case of an international and national representative organization).

The Executive Committee reviews their recommendation and submits the application to the FIDIC annual General Assembly Meeting which is usually held in September in conjunction with the FIDIC Annual Conference.

The General Assembly votes on the application at the meeting.

A "yes" vote means that the organization can become a Member Association once membership fees for the current year have been paid.

In most cases, FIDIC will agree that the fee paid upon joining will apply for the following year. 

4. Information about application
The FIDIC Secretariat would normally acknowledge receipt of an application and then inform the applying organization about the Executive Committee's decision and the decision of the General Assembly Meeting.

5. Membership Fees
There is no application fee for Affiliate Membership.

The annual membership fee shall be individually set by the Executive Committee but shall not be less than 0.2% of the total of the annual Member Association subscription In 2004, the minimum fee for an Affiliate Member, and the fee normally set by the Executive Committee, was SFR 1500.-.

6. Payment of fees
Member Associations are invoiced in December for membership fees. Fees invoiced in December for the following year should be paid by 31 January. Payment can be by credit card, bank transfer or cheque. The account details are as follows: Credit Swiss, Paradeplatz 8, Postfach 590, CH-8021 Zurich, Switzerland.

7. New members
An invoice is sent once an organization is elected as an Affiliate Member. Membership only becomes effective once the membership fee for the year is paid. So the membership fee for the year of election is due immediately on election. As pointed out above, FIDIC will normally agree that the fee due on election is for the following year.

8. Benefits

  • The right to use the designation “Affiliate Member of FIDIC” on stationery, with the FIDIC logo (see Resources), thus enhancing the status of an organization in the consulting engineering sphere.
  • Direct reception of the regular electronic newsletter FIDIC News and the opportunity to advertise in this publication.
  • Direct reception, generally by email, of reports of meetings, notably those with the multilateral development agencies.
  • Special noting of the designation “Affiliate Member” in lists of attendees at FIDIC meetings or conferences.
  • Listing in appropriate FIDIC publications, notably the booklet FIDIC Info and the FIDIC Annual Review.
  • Advance notice of new or revised FIDIC publications (see Bookshop) including contracts, and the opportunity to purchase copies at Member rates.
  • Access to a referral service whereby requests for information received by the FIDIC Secretariat are channelled at first instance to Affiliate Members where considered relevant.
  • The opportunity to participate in meetings with the FIDIC President and Managing Director during visits to their country’s Member Association.
  • Access to FIDIC member firms and key person mailing list if required.
  • Eligibility to participate in FIDIC committee, task force and forum membership in areas of expertise and interest (see Committees).
  • The opportunity to propose speakers and topics for inclusion, subject to approval by the programme committee, in the FIDIC Annual Conference programme.
B. SUSTAINING MEMBER
 
1. Applications
Any firm (or group of firms) from a country not having a Member Association, which meet(s) all of the Federation's membership criteria, can become a Sustaining Member of FIDIC.

The application procedure stems directly from Article 4 of the FIDIC Statutes:

"Applications for Sustaining Membership shall be decided upon by the Executive Committee."

As noted above for Affiliate Members, representative national organizations will normally apply to be an Affiliate Member and not a Sustaining Member.

2. Application documents
Application shall be made to the Secretariat of the Federation. Applicants are therefore asked to send the following documents to the FIDIC Secretariat, P.O. Box 311, CH-1215 Geneva 15, Switzerland:

  • A letter requesting Sustaining Membership in FIDIC.
  • A statement giving details or ownership, structure and work carried out by the firm, or group of firms.
  • A statement of intention to form a Member Association, or alternatively a statement explaining why a Member Association cannot be formed.

Membership shall lapse automatically after a period of two years but may be renewed upon further application to the Executive Committee together with satisfactory explanation giving reasons why a Member Association has not been formed.

3. Application procedure
The application documents are forwarded to the Members of the FIDIC Executive Committee responsible for membership for their review and subsequent decision by the Executive Committee.

4. Information about application
The FIDIC Secretariat would normally acknowledge receipt of an application and then inform the applying organization about the Executive Committee's decision and the decision of the General Assembly Meeting.

5. Membership Fees
There is no application fee for Sustaining Membership.

The fee shall be set using the same formula as used for Member Associations.

FIDIC bases the calculation of Member Association subscriptions on the numbers of staff employed by the firm or group of firms. In 2004, the unit rate was SFR 2.80 per staff member

The annual fee calculation is based on the staff number declared for the FIDIC Annual Survey in August of each year for declaration at the General Assembly Meeting, with amendment possible up until 7 December. Details of the fee calculation are given at www.fidic.org/annualsurvey/fees.

The minimum fee for a Sustaining Member is currently SFR 1500.-.

6. Payment of fees
There is no application fee for Sustaining Membership.

Sustaining Members are invoiced in December for membership fees. The invoiced amount is based on the numbers of staff on 15 August declared by the Sustaining Member, with amendment possible until 7 December.

Sustaining Members are contacted by letter every July to indicate the number of Members and Employees by 15 August. These numbers are used for calculating the membership fee for the following year.

C. CORRESPONDENT MEMBER
 
1. Application
According to Article 17 of the FIDIC Statutes:
  1. In a country where there is no association qualifying for membership of the Federation, any individual prepared to devote time, in an honorary capacity, to promote the establishment of such an association, may be elected as a Correspondent by the General Assembly.
  2. Such a Correspondent shall be entitled to attend the General Assembly Meetings of the Federation as an observer, and may be consulted on any matters under consideration.
  3. A Correspondent's election shall be for a limited period of time according to the decision of the General Assembly but shall expire in any case as soon as an association established in the country has been admitted as a Member Association of the Federation.
  4. The General Assembly shall revoke the election of any Correspondents failing to implement their undertakings, or seriously prejudicing the interests of the Federation or not observing its Statutes and By-laws.
2. Application documents
Applications for Correspondent Member are governed by Bye-Law VII:
  1. An application for election as a Correspondent should be addressed to the Secretariat of the Federation together with a "curriculum vitae" containing information on the education and professional activity of the applicant. The application should be accompanied by a list of references.
  2. The Secretariat shall submit the application to the Executive Committee who, after examination of the documents, shall present its recommendation to Member Associations not less than 60 days before the date of the meeting at which the General Assembly shall vote upon such recommendation.
  3. Before election, Correspondents shall sign statements to be drafted by the Executive Committee that they shall do their utmost to promote the establishment in their countries of associations of consulting engineers which would be eligible for membership of the Federation in due course, and that personally they shall observe the requirements of the Statutes and By-Laws of the Federation.
  4. The Executive Committee shall submit a motion to the General Assembly should they consider it necessary to revoke the election of a Correspondent.

To apply to join FIDIC as a Correspondent Member, an individual person is asked to send the following documents to the FIDIC Secretariat, P.O. Box 311, CH-1215 Geneva 15, Switzerland:

  • A letter requesting Correspondent Membership in FIDIC.
  • A "curriculum vitae" containing information on the education and professional activity of the applicant.
  • A list of references.
  • A statement of the intention to form a Member Association (" shall do their utmost to promote the establishment in their countries of associations of consulting engineers which would be eligible for membership of the Federation in due course"), or alternatively a statement saying why a Member Association cannot be formed.
3. Application procedure
The application documents are forwarded to the Members of the FIDIC Executive Committee responsible for membership for their review and subsequent recommendation to the Executive Committee.

The Executive Committee reviews their recommendation and submits the application to the FIDIC annual General Assembly Meeting which is usually held in September in conjunction with the FIDIC Annual Conference.

The General Assembly votes on the application at the meeting.

A "yes" vote means that the individual can become a Correspondent Member immediately if the statement on forming a national Member Association has been submitted..

There are no application or membership fees for a Correspondent Member.
