PUBLIC PROCUREMENT PRINCIPLES
 
Public procurement laws should clearly set out the distinction between procurement of intellectual services and other procurement, and highlight the need for considering quality in the first place when selecting consultants.

An example from Turkey (RTF) considers quality in public procurement  using UNCITRAL model law for public procurement of goods, services and construction (available online) as a basis, overcoming the model law's deficiency with respect to consultants (in sufficient distinction) by adding a separate chapter on the subject.

How to weigh cost in consultant selection
A position paper (August 2000) prepared for and presented to the World Bank by a FIDIC Joint Working Group comprising FIDIC, EFCA and FEPAC. Incorporated as an Appendix in the FIDIC Consultant Selection Guidelines (see above).

Qualification-based selection
The qualification-based method achieves open, competitive and objective selection of consultants: Powerpoint slide presentation (zip archive) by Dag Knudsen presented at the August 1998 American Public Works Association video conference on QBS.
