| PUBLIC PROCUREMENT PRINCIPLES |
|
Public procurement laws should clearly set out the distinction between
procurement of intellectual services and other procurement, and highlight the
need for considering quality in the first place when selecting consultants.
An example from Turkey (RTF) considers quality in public procurement using UNCITRAL model law for public procurement of goods, services and construction (available online) as a basis, overcoming the model law's deficiency with respect to consultants (in sufficient distinction) by adding a separate chapter on the subject. |
